You can join Changi Airport’s Free Singapore Tour if you are an eligible transit or transfer passenger with a layover of 5.5 to 24 hours, suitable flight timings and permission to enter Singapore. Your checked baggage must be through-checked to your final destination. The tour is free; any required cabin-bag storage costs extra.¶
The detail to get right is where you register. Stay in the transit area when you land. Do not clear arrival immigration to look for the tour counter. Registration takes place airside, before the group goes through the entry process.¶
Also check the reporting deadline, not just the tour’s start time. A 12:00 tour requires you at the booth before 10:30. Landing shortly before noon will not work, even if your next flight is much later.¶
First check whether your connection qualifies
#Work through these conditions together. Meeting one does not replace the others.¶
- You are connecting through Changi, rather than finishing your journey in Singapore.
- Your layover falls within the programme’s 5.5-to-24-hour window.
- You can reach a tour booth before that session’s reporting deadline after leaving the aircraft.
- Your onward flight departs after the minimum time listed for that session.
- Any checked bags are tagged through to your final destination.
- You meet Singapore’s entry requirements for your actual passport and travel history.
A booking confirmation does not override a failed condition. Neither does a very long connection. The airport’s published timetable is part of eligibility, so compare your flights with the specific session before choosing a route.¶
Check everyone in your travelling group separately. One person may have different visa requirements, a different onward flight or baggage that needs collecting. A suitable itinerary for three people does not automatically make the fourth person eligible.¶
The airport permits one tour per transit passenger during a layover. Its guidance also limits entering and exiting Singapore immigration to once during that layover. Plan your city or Jewel visit around that sequence rather than assuming you can move repeatedly between public and transit areas.¶
Match both flights to the current tour schedule
#These are the sessions shown by Changi Airport when checked on 24 October 2026. All times below are Singapore local time. Recheck the current Free Singapore Tour timetable before booking, because sessions and routes can change.¶
| Tour session | Route | Report at the booth | Onward flight must depart |
|---|---|---|---|
| 10:00–12:30 | Heritage and Culture | Before 08:30 | After 14:30 |
| 12:00–14:30 | City Sights | Before 10:30 | After 16:30 |
| 13:00–15:30 | Singapore River and Marina Bay Sands | Before 11:30 | After 17:30 |
| 15:00–17:30 | Sentosa Discovery | Before 13:30 | After 19:30 |
| 16:00–18:30 | Singapore River and Marina Bay Sands | Before 14:30 | After 20:30 |
| 18:00–20:30 | City Sights | Before 16:30 | After 22:30 |
| 19:00–21:30 | Sentosa Discovery | Before 17:30 | After 23:30 |
Notice the words before and after. An onward departure at 20:20 does not qualify for the 16:00 session, which requires departure after 20:30. Do not round a flight time up because the difference looks small.¶
The reporting times are 90 minutes ahead of the tour starts. That period is part of the organised process, not extra sightseeing time. You must still allow time between the aircraft and the booth for disembarking, finding your way, any terminal transfer and baggage storage.¶
The listed departure threshold also does not replace your airline’s requirements. Check boarding, document checks, security and your actual departure terminal. Tell the tour staff about anything unusual in your connection before joining.¶
Two flight-time examples that show the difference
#These are illustrative planning examples, not real flight bookings or predictions of airport queues.¶
A daytime connection that passes the initial timing test
#Suppose you arrive at 07:30 and depart at 18:00 on the same day. Your scheduled layover is 10 hours 30 minutes.¶
You are considering the 12:00 City Sights tour. Its reporting deadline is before 10:30 and its required onward departure is after 16:30. Both fit the scheduled flights.¶
For planning, suppose you aim to reach the booth by 09:45. That gives you a chosen allowance of two hours 15 minutes after scheduled arrival, plus 45 minutes ahead of the reporting cutoff. These are your planning margins, not official processing-time promises.¶
If the flight is on time and the baggage, entry and document checks are all satisfied, this is a sensible session to investigate. If the aircraft arrives late or a transfer takes longer, check the actual situation again. You have reserved a place on a timed tour, not a service that waits for your flight.¶
The tour is scheduled to end at 14:30. There are then three hours 30 minutes until the example’s onward departure. That is time for the onward journey’s remaining tasks; do not immediately fill it with another attraction or a long restaurant visit.¶
An eight-hour connection that fails a tempting session
#Now suppose you arrive at 12:20 and depart at 20:20. Eight hours looks generous, and the 16:00 tour appears to leave plenty of time after landing.¶
It still fails the airport’s published departure requirement. That session needs an onward flight after 20:30. The example flight is ten minutes too early.¶
The earlier 15:00 Sentosa session requires reporting before 13:30 and departure after 19:30. The departure side fits, but only 70 minutes separate scheduled arrival and the reporting cutoff. You would need to leave the aircraft, reach the right transit area and complete any storage task within that window. There is no basis for treating those 70 minutes as comfortably available.¶
Do not switch to that earlier session merely to make the numbers work. Ask the booth staff about actual eligibility and availability while remaining airside. If there is no suitable option, use a different layover plan.¶
For an overnight connection, check the calendar date too. An arrival at 23:00 with a departure at 09:00 next morning gives ten hours between flights, but none of the listed tour sessions fits. A long night at Changi does not create an overnight free tour.¶
Singapore entry permission is a separate check
#The tour leaves the international transit area. You therefore need to qualify to enter Singapore, even though your visit is short and the airport organises the outing.¶
ICA’s general requirements include at least six months of passport validity for travellers other than Singapore passport holders. Visa requirements depend on the travel document you hold. A visa, where required, allows you to seek entry; it does not guarantee admission.¶
Some eligible travellers may qualify for the Visa-Free Transit Facility. Do not read “96 hours” as a blanket visa exemption for anyone with a short connection. The facility has nationality, route and document conditions, with entry assessed by ICA officers.¶
For example, the conditions for Indian nationals include requirements concerning onward travel and a qualifying visa or long-term pass from specified countries. Other eligible nationality groups have their own conditions. Check the exact ICA category that applies to you rather than copying another traveller’s successful itinerary.¶
You also need the SG Arrival Card for the entry process. Submit it through ICA’s official service or MyICA Mobile within three days, including the day of arrival. Submission is free, and the card is not a visa. The exemption for passengers who remain in transit without immigration clearance does not describe this city tour.¶
Recent travel can affect public-health entry requirements too. Review ICA’s current guidance, including any yellow-fever documentation applicable to your travel history. Resolve these checks before departure for Singapore; the tour booth cannot repair missing entry permission.¶
How to book without getting the airport sequence wrong
#Changi allows pre-booking of one itinerary up to 50 days before the intended tour date. Start from the airport’s current Free Singapore Tour page and use its booking option. Choose the date and session that fit both your flights, then follow the live booking instructions.¶
Keep the confirmation available on your phone, with a copy you can access without relying on a fresh internet connection. Check that the selected tour date matches the date in Singapore, especially when your journey crosses midnight.¶
Pre-booking and reporting are separate tasks. You still need to visit the transit-side booth at least 90 minutes before the tour starts, following the timetable’s reporting cutoff. Do not wait near an arrivals exit for a guide simply because you already have a confirmation.¶
Walk-in assistance is also available at the booths, with any remaining seats subject to availability. Treat this as an option to ask about after arrival, not a guaranteed fallback for a full session. Arrive prepared with the same documents and eligibility checks.¶
If your flights change, compare them with the booked session again. If you cannot attend, use the cancellation instructions in your confirmation. The airport says the confirmation email includes a cancellation link and PIN; a no-show may affect future bookings.¶
Find the booth while you are still airside
#The airport currently lists two Free Singapore Tour booths:¶
- Terminal 2: Level 2, Departure Transit Hall, near Gate F50.
- Terminal 3: Level 2, Departure Transit Hall, near Gates A1–A8.
Both list daily opening hours of 08:00–19:00. A booth being open does not mean you can join a session after its reporting deadline.¶
If you land in another terminal, check the transit-side route to T2 or T3 before travelling. Use airport signs and ask staff for the current route. Do not follow a public-area route that requires clearing arrival immigration first. Terminal movement belongs in your arrival-to-reporting calculation.¶
Have your passport, boarding passes, tour confirmation and valid entry visa if required ready for registration. Check the onward boarding pass in advance. If you only have an itinerary or booking receipt, ask your airline how you will obtain the boarding pass and complete any required checks.¶
All participants must sign an indemnity form at the service counter before the tour. Read it and ask staff about anything unclear. Travellers under 18 cannot join alone and need an accompanying adult.¶
Sort checked bags and cabin bags separately
#Through-checked baggage means the airline is sending your checked bag onwards to the final destination. Confirm this with the airline and inspect the baggage tag. Do not infer it only from using the same airline, having connecting flights or holding a single booking reference.¶
If you must collect a checked bag in Singapore and check it in again, that does not meet the tour’s published through-check requirement. Deal with the connection and baggage process first. A free tour reservation should not determine how you handle a self-transfer.¶
Cabin luggage has another rule. Bulky or wheeled cabin bags, alcohol and duty-free items must be deposited at transit-area baggage storage before tour check-in. Fees apply. Electronics must be carried with you rather than stored under the tour’s instructions.¶
Pack a smaller carry bag before you reach storage so you are not unpacking a suitcase beside the counter. Keep your passport, boarding passes, phone, electronics, essential medication and the storage receipt accessible. The storage service inspects items and has its own restrictions; ask staff if you are unsure what it can accept.¶
Include both drop-off and collection in your plan. The tour’s free price does not make storage free, and returning to the airport does not mean every stored item is already on your route to the next gate.¶
Choose the route after you know what fits
#The programme currently offers four route types across the listed sessions. Each tour lasts about two and a half hours, with brief stops rather than a full day to explore independently.¶
Compare the current itinerary descriptions for Heritage and Culture, City Sights, Singapore River and Marina Bay Sands, and Sentosa Discovery. Pick from the sessions your flights support. A route name is not a promise of admission to every attraction in that area, so check the specific inclusions before building expectations around one landmark.¶
Tours run daily and are conducted in English. Chinese audio devices are available on request at registration. Weather and traffic can change the itinerary, so avoid making a particular photo stop the condition on which the whole layover succeeds.¶
Think about the group’s energy as well. After an overnight flight, a guided outing may sound easier than arranging your own city transport, but reporting, immigration and brief stops still require effort. A meal and rest can be a better use of a connection when someone is exhausted.¶
Changi says these routes are not suitable for wheelchair and stroller users. Families should check that restriction before booking rather than assuming a stroller can come along because the tour includes transport. Travellers with other access needs should confirm suitability with the tour team in advance.¶
Plan the return before the first stop
#At each stop, follow the guide’s meeting place and return time. Keep the details somewhere accessible. If people in your group separate briefly, agree on one meeting point and make sure everyone understands when to return.¶
The airport encourages participants to complete the tour. If you leave midway or miss the group’s return transport, you must arrange your own journey back at your own expense. Changi does not take responsibility for a missed connecting flight in that situation. Do not use the tour as a free one-way ride into the city.¶
Published drop-off options include Jewel/Terminal 1, Terminal 2 or Terminal 3. Confirm the actual drop-off and your onward route with staff. Your arrival terminal, tour drop-off and departure terminal may be different places.¶
After returning, collect stored belongings, confirm the flight information and complete the airline’s remaining requirements. You remain responsible for check-in and security. A tour’s scheduled end time is a useful planning point, not proof that you are already ready to board.¶
If the tour does not fit, keep the alternative simple
#For an unsuitable session, full tour or late arrival, staying airside avoids adding an entry-and-return journey. Choose food, rest and facilities in the transit area you can actually reach, then work backwards from boarding time.¶
An independent Jewel visit is a different option if you meet Singapore’s entry requirements and have enough usable time. Read the Jewel Changi layover guide for that plan. Decide before clearing immigration: you cannot visit Jewel first and then expect the transit-side tour registration sequence to remain available.¶
A self-planned city outing needs its own transport and return-time calculation. It is not automatically safe just because a scheduled tour was unavailable. Keep the onward flight as the fixed commitment and fit any sightseeing into the time left after its requirements.¶
